FAO FOOD SECURITY & LIVELIHOOD CLUSTER ADVISOR Final Report – Peter Nuttall FSLC Advisor 12 February 2017 to 6 May 2017

Deployed as the FAO Food Security & Livelihood Cluster (FLSC) Advisor, in the Kingdom of Tonga, he has supported the national entity, and the Food Security & Livelihood Cluster Coordinator, MAFFF Deputy Director, Manaia Halafihi, in order to respond to any sudden onset crisis affecting agriculture and food security.  The focus has been the development of a FSLC Standard Operation Procedures (SOP) format, which included a jointly developed NEMO initial damage assessment format, and a Food Security detailed damage assessment format, and a 12 Month Recovery Plan.  The 12 month recovery plans was developed jointly with Mr. Manaia Halafihi (MAFFF) and NEMO through detailed discussions with the Ministry of Agriculture heads of office, and personnel of Crops, Livestock, Food, Forestry, Bio-security and the Department of Fisheries.  These documents were presented by Peter Nuttall to the Minister, MAFFF, NEMO Cluster Leads, and the FSLC members.  

 

To enable the development of these various documents necessitated him working closely with various MAFFF and NEMO staff members, and holding numerous consultation meetings with the Australian and New Zealand High Commissions, the Peoples Republic of China Embassy, the Japanese Embassy, various NGOs and Church Groups including Caritas, Tonga Red Cross, MORDI, Live & Learn, Tonga National Church Council, Act for Peace, Tonga Community Development Trust, Seventh Day Adventists (ADRA), Women’s Crisis Centre, Tonga Meteorological Services, UNDP, Tonga Police Force, etc. 

 

He has, also made a presentation to the Logistics Cluster on re-occurring logistic problems in emergencies around the world, answered queries at the WASH Cluster meeting, presented his all these documents to the NEMO Cluster Leads Meeting.
